Ms Alexa Lam
Deputy Chief Executive Officer and Executive Director, Policy, China and Investment Products, Securities and Futures Commission

Ms Alexa Lam is the Executive Director and Deputy Chief Executive Officer of the SFC. She heads the Policy, China and Investment Products Division. Her role covers the development of overall policy for the SFC as a whole, with a particular emphasis on Mainland China, as well as the regulation and approval of investment products. Ms Lam spearheads the SFC’s initiative to develop Renminbi investment products in Hong Kong.

Ms Lam also represents the SFC in different forums with Mainland Chinese government, regulatory agencies and business leaders on macro, market and regulatory issues. She is involved in bilateral discussions with the China Securities Regulatory Commission (CSRC), China Banking Regulatory Commission (CBRC) and China Insurance Regulatory Commission (CIRC) on market development and regulatory matters.

Outside the SFC, Ms Lam performs a wide range of public duty. She is member of the University of Hong Kong Faculty of Law - Asian Institute of International Financial Law Advisory Board, the Hong Kong Trade Development Council - Financial Services Advisory Committee and the Asian Financial Forum 2009, 2010 and 2011 Steering Committees.

Ms Lam holds a Bachelor of Laws (First Class Honours) from the University of Hong Kong and a Master of Laws (Distinction) from the London School of Economics.

Dr Ping Chung Ng
Senior Business Executive, Cluster Technology Limited

Dr. Ng Ping Chung is the Senior Business Executive of Cluster Technology Limited. ClusterTech has been established since 2000 and has 4 offices in Hong Kong, Beijing, Shanghai and Shenzhen. It currently has more than 80 staffs to provide professional services to enterprise clients of insurance, banking, retail, logistics and government sectors via latest technologies such as cloud computing, high performance computing, business intelligence, pattern mining and data modeling. Among the 80 professional staffs, there are 18 Ph.D. and 8 were professors.

Chung was a management consultant for McKinsey and Company in Hong Kong, providing strategic advices to multinational corporations. He received his D.Phil. (Ph.D.) degree in Engineering Science from Oxford University in 2008. He held the Croucher Foundation Scholarship and IET Robinson Research Scholarship to work toward his doctorate degree.

Prior to his Ph.D., Dr. Ng received B.Eng. (highest honor) and M.Phil. degrees in Information Engineering from the Chinese University of Hong Kong (CUHK), in 2003 and 2005, respectively. His Master thesis received the Outstanding Thesis Award of the Faculty of Engineering, CUHK. He also won the Best Paper Awards in two international conferences of IEEE in the field of wireless networks and has two pending U.S. patents.

Dr Ka Lok Chau
Consultant, Evo Capital Management Asia Limited

Ka Lok’s experience in the financial industry spans both the buy side and the sell side. Until recently he was based in Los Angeles, where he became a Managing Director in Evolution Capital Management, a US hedge fund, in 2005. His responsibilities mainly focused on volatility trading and risk analysis in the Asian equity markets.  His financial career started in London, where he worked for three years as a Quantitative Analyst in the FX and Interest Rate Derivative Trading Groups in two major banks. After that, he was the Chief Front Office Quant at Credit Agricole Indosuez’s Equity Derivative Trading desks in Hong Kong and Tokyo for five years. He then spent more than three years as the Head of Quantitative Research in the Treasury of HSBC in Hong Kong, where his group was responsible for the pricing, structuring and risk management of exotic interest rate derivatives.

Ka Lok graduated from Cambridge University with MA and PhD degrees in Engineering. His other qualifications include an MBA, a postgraduate certificate in Hong Kong Law, as well as holding the CFA designation since 2000.

Dr Wing Nam Wong
Senior Health Informatician, Hong Kong Hospital Authority

Dr Wing Nam WONG, Senior Health Informatician working in the Hong Kong Hospital Authority, is responsible for overseeing the design, development and implementation of clinical IT systems. He was an Emergency Medicine specialist locally trained having over 15 years clinical and informatics experience. He has been involved in the development of CPOE, RIS/PACS, Electronic Patient Record, IT Risk Management, Unique Patient Identification, Clinical Decision Support Systems, User Interface Design, Information Architecture...etc. He is a certified Project Management Professional (PMP) and he helps establishing the Clinical Management System III Program Management Office in Hong Kong Hospital Authority and participates in the processes of strategic planning and clinician engagement. He has been AsiaPac HIMSS 09 Conference academic reviewer and Scientific Program Committee member of Greater China eHealth Conference 2011. He is also a lecturer teaching post-graduate Health Informatics programs in local universities.

Dr Paul Tsang
Managing Director, Head of Asia Market Risk Department, Morgan Stanley

Paul Tsang is a Managing Director of Morgan Stanley and currently is the head of Asia Market Risk Department. Paul joined Morgan Stanley in 2008 and served as head of Market Risk in Asia covering both equity and fixed income areas. Previously, Paul was with Merrill Lynch for 9 years as a senior risk manager covering Asia Pacific. Before Merrill, Paul was an interest rates derivatives trader for UBS. Paul earned a MBA from University of Pennsylvania (Wharton School) and a BBA from University of Wisconsin - Madison.
